I really don’t think the vast majority of native English speakers would find the sentence “Who is the California’s governor” idiomatic. I mean, I have an English degree and I worked for a spell in copy editing. That said, I’m pretty permissive and interested in non-standard English dialects. But I’m just not aware of this one, which is why I ask what dialect you speak. ---
