Technically, kinda sorta. To get through the Senate, any legislation needs 60 votes to get past a filibuster. So nothing can pass without 9 Democrats on board. Of course Trump told Schumer last week that if there’s a shutdown, he (Trump) would gladly own it and wouldn’t blame Schumer at all. But that was then, this is now. ---
