I have already mentioned France, where I have attended a couple of weddings. That would not fly there: the officer must read the couple, in front of witnesses, the relevant sections of the Civil Code concerning mutual respect and support, financial support and responsibility, duties to take care of any children, etc., and they have to indicate that they grok all of that.
