Caffeine in soda: Why not "all or nothing"?

Some caffeine is naturally occurring from the coca, but more is definitely added. The ingredients listed on the bottle of Diet Pepsi I have sitting in front of me:

Incidentally, colas in Canada are allowed to have caffeine and non-colas are not. If caffeine naturally occurs in the drink, it’s allowed, however if caffeine is not naturally occurring, no more may be added (hence the disgustingly caffeine-free Mountain Dew that’s available in the great white north).

I am not a coffee drinker so I normally go for the soda types when searching for caffeine. Just tried diet pepsi max and liked the taste. It didn’t taste like an energy drink which is my major appeal to it. There is some ingredient info on their website diet pepsi max

My roommate is addicted to red bull but I am just not a fan of the taste. I always have such a ready supply but I can’t bring myself to drink it.
