I don’t disagree. I don’t precisely blame the Army Corp of Engineers for following procedure. I am upset (well, marginally annoyed in an intellectual sense) that they never checked up on old decisions like this, when they know it’s a critical issue. If you stick to preplanned procedure as a personal or public agent, you have a moral and probably legal duty to perform your due diligence, whether it’s financial or what.
