The suggested Last Amendment would be constitutionally possible, since it is not prohibited. So would an amendment that made Jack Dean Tyler dictator for life, equipping him with all powers whether delegated to the Federal Government or not.
Whether any Congressman in his right mind would introduce it or vote for it is quite a different story.
London_Calling, the example you give is what I meant by a “manner and form” requirement for the repeal of legislation. It illustrates the paradox of a Parliament that is supreme, and yet it can’t bind future supreme Parliaments.
