Can my mostly dead apple tree pull off a "Groot" and grow back?

apple trees can alternate years between fruiting.

a bad winter can damage a tree to the point of dying, it can dry out tissues that need to stay dormant and alive.

a freeze in spring can kill tissues that are coming out of dormancy.

i don’t know if cutting branches that aren’t obviously damaged, broken or rot, is the right thing to do after just one year.
