I should add that 3.2 v. is the voltage across the wire. To that value must be added the additional voltages cause by any connections between the panel and the load. Bad connections can increase this voltage quite a bit. This is another weakeness in the code, in my opinion. Connections can be pretty hot even though the circuit is carrying a current well within its rated capacity.
