The legal answer to the thread title question is — yes, because the DNC can change the nomination rules as it sees fit. However, giving the nomination to someone other than Joe Biden, absent his dropping out, would majorly violate democratic norms, involving the primary system, that have been firmly in place for over fifty years. The Democrats cannot do that because democracy is one of their highest values. ---

I know. The point behind my sarsactic comment was that the man has zero name recognition, and that’s not a good sign if you’re comsidering slotting them into the presidential campaign this late in the game. ---
