FP is there because it was part of the mandated provisions under Title X of the Public Health Service Act (PHSA) AFAICR it is important because private health industry fails to help all Americans on occasion. Not only the poor, but for example the ability to keep some vaccines at an adequate stock level since profit is an issue, IIRC Stem cell research is related to PHSA, in this case the interference of the government (Republican) has delayed even private research since private medicine still likes the funding they get.
