Not exactly. Plenty of usernames have been banned at zero posts, but I don’t think any person has ever been banned at zero. Even the spammers have a last post, it just isn’t permanent.
What’s the distinction between a “username” and a “person?” We ban 2-6 of these slugs per day currently.
I imagine we’ve banned any number of persons without them ever getting a chance to post.
If someone registers as HotBarelyLegalTeen419Scammer, with an e-mail address of “webmaster@BarelyLegalHotTeen419Scammers.xxx.kp”, we’re gonna ban them before they can even get a single post off, if we see them fast enough.
Of course it’s possible that the person who registered that particular username is the same person who last week, under a different username, managed to briefly post “Hi guys me and my girlfriends who love to hang out with our new webcam and rub hot oil on each other LOL just received the sum of USD$10,000,000.00 (TEN MILLION) and now we need you’re help!!!1 So please cum see our website and give us you’re bank account info so we can send you the money!!!1!!”
But it’s also possible that HotBarelyLegalTeen419Scammer has never posted here in the past and will never bother to try again (there being a great many message boards on the 'Net).

Yes. And for those who are banned for being spammers, do we really need to give them one last free chance to plug their website or tell us how to enlarge our penises?
Granted that it’s possible that a scammer might be caught before posting like that, but has it ever actually happened? Most of the cases of which I’m aware where a username was banned at zero, it was something like LynnBodoniSucksDonkeyEggs, or the Alphabet Socks, which would be a pretty sure sign of puppetry.
But for it to happen with a spammer, the spammer would first have to have an obvious username, and then a human would have to notice it under “Welcome to our newest member”, and then get word to a mod (if it wasn’t a mod who noticed in the first place), who would then ban it before the spammer’s auto-posting script could get off even one thread. That seems like a pretty long shot. Any spammer with a name that wasn’t obviously spam would get through, as would one whose computer acted faster than one or two humans acting serially, or one that just happened not to be noticed as a “newest poster”.

Why? I’ll tell you why. Entertainment. The more entertainment the boards provide, the greater the value of the membership. I mean, imagine this: the Mods approach Jack Dean Tyler and tell him he’s gonna be banned, but he can author one last thread/post, summarizing his position or whatnot.
