Chalking Tires

Ok, so there are few cases where private sidewalks are either indistinguishable from the adjacent public sidewalks or there are no public sidewalks. One involves a company town and another involves a “private” organization controlled by a municipal and a county government. he The last falls into such a limited exception ( it replaced the public sidewalk , connected to public sidewalks and was functioning as a public sidewalk) that it doesn’t even make sense to bring it up in response to my full sentence

The guy who patrols around my office doesn’t even get out of his car but reaches out with a long stick with chalk on the end and marks the top of the tire at 12:00.

That’s how it works in my neighborhood in San Diego. They drive around in little 1-person vehicles, marking with chalk using a long stick. They barely stop the vehicle to make the mark. It’s a very quick process. I suppose that allows each person to cover a wider area.
