Chester Gould gave Dick Tracy some interesting enemies, with names (nicknames, really) derived from their physical features or characteristics – Littleface Finney, Flattop, Mumbles, Pruneface. Sometimes he was lazy and simply made the character’s last name a word spelled backwards. Ages before Stephen King’s “The Shining”, he had a character named “Joe Redum” (who, like later comic book characters like The Blank, appeared to have no facial features). Or the unlikely “Joe Toirtap” (who was, predictably, a Good Guy) ---

My apologies, he was in the Supergirl TV show, not the movie. That is the same universe as the Flash TV show, same character, same actor. But that’s the only time he’s been portrayed as Black. I don’t believe he’s ever been Black in the comics, but I don’t have much experience with the current comics.
