No, but the fact that in TubaDiva’s thread about expanding and clarifying rules says that the ban on bets now applies to all forums at least arguably supports his claim.

Not really. The mods could have said, “Hey Chronos. That prohibition against betting is only on some fora and not the whole site. Maybe we should discuss whether we should ban betting across the site.”
