They have what they call minimum security prisons.
Interestingly, I had a talk with my deputy warden two days about about prison rape. He and I work closely to deal swiftly and appropriately with forceable rape. But in our prison, which has about 12,000 inmates pass thru it every year, we have one or two cases of such rape reported each year.
What we do have is about 60 conduct reports a year, about inappropriate sexual behavior. In my state, even consensual relations between inmates are not permitted. So consensual kissing and fondling between inmates in public areas is punished. Masturbating at staff is punished too. (Fortunately I’ve not had to deal with that last one!) Most of those reports are about such consensual behavior between inmates.
The deputy warden has to file annual reports about the sexual conduct of inmates with the Federal regulatory agencies, and such reports demand that the behavior observed be described.
The deputy never thought that part of his job would turn out to be writing the words “dry humping” on official reports to Washington, DC.
