Besides Vatican City can you name another country that is not capable of producing these guys?

Ok, I apologize for my “take shots in the dark, I’ll hit something eventually” strategy which I practiced in the thread from where this arose.  
If you want to get into a debate on the topic of heorism and nationalities, go to Great Debates and please stop making this thread hover (I’m not too fond of the official topic). If this shows up in great debates I’ll stop in and say hi.
