Good question and frankly I don’t know. If the authorities decide not to act then I am not sure a university has sufficient grounds to act. Particularly if it is a public university. That being said, schools have their own honour code etc. which have nothing to do with state and federal law.

I think the danger is that when it comes to cases involving sexual assault, universities just aren’t set up to handle them.
