# Congress & War Funds

I am posting here for objective replies to a fatual “General Question”: While Bush may be Commander in Chief ordering up more troops to Iraq, what counter- measures does Congress have to block him? Alogn these lines, how quickly could Congress pull the plug on funding the war, if they wanted to? - Jinx
