Pardon me… but I want to point out that you misspelled ‘lose’. It might have just been a typo, but maybe you believe you spelled it correctly. After all, an awful lot of people seem to be spelling ‘lose’ “l-o-o-s-e” these days.
Is this a hijack? Yes, I suppose so… but I see this error occurring entirely too frequently. It’s OK for Yahoo! Answers and YouTube comments, but we should aim a little higher around these parts.

PS–There are a lot of words I don’t know how to spell, and even more that I do know how to spell yet sometimes still spell incorrectly. We all do this at times. I’m just trying to do my part to help eradicate this particular misspelling epidemic while there is still time.

I think the general rule for onus is that a person making the claim bears the burden of production, so, yes – I think if someone claims the garbage emptying contract is unaffected by the lapse in funding, it would be up to them to show at least some positive evidence.
My entrance into the conversation was intended, though, to simply point out it’s not a given, any more than it is assured. I realize that this isn’t fertile snark ground, but “definite maybe!” is in fact the best answer, until someone comes along with specific contract details.
(And even then, the contract may allow work performance but require a COTR: it’s conceivable that the company empties trash cans but a Park Service employee must check on their performance and verify they did the work before it “counts.” Contracts like that can be stopped even though committed, obligated, funded with prior year money, and an unlapsed period of performance – although in those cases, the government is often on the hook for liquidated damages.)
The kind of volunteering I’m seeing is also being justified with all kinds of pseudo-legal mumbo jumbo because nobody has any clue what’s going on. Including, I’m sure, the hostile congressman. People aren’t consulting with GC, they’re just doing whatever they think is necessary and justifying it after the fact. I think you underestimate peoples’ desire to Just Get the Fucking Job Done Already.
I’m not sure this argument works. The barriers that have been put up will stop a lot of law-abiding folks, but aren’t remotely close to what might be effective against any sort of terrorist.

All due respect, but that sort of sounds like “yeabut locks aren’t effective against determined burglars”. That’s not the point. The point is that locks a) do stop opportunistic, unprepared burglars and b) provide grounds to lock up determined burglars even if all they did was breaking the lock.
Same for the barriers : the average vandal might think “woah, I might get in trouble if I jump the barrier”, and if they don’t and do jump the barrier, then you can nab them for jumping the barrier before they even had a chance to pull out the chisel. Or the shoe bomb (though I’d rate this particular threat as more microscopic than my sorry excuse for genitals).

OPM has issued guidance that is quite clear. I cannot imagine how you can say that nobody has a clue what’s going on.
In addition, each head of agency has issued guidance, and I am certain that it was also crystal clear – because the issue does not allow for much ambiguity.
I am sure people want to get the job done – but if they do it while furloughed it’s not out of confusion, but simply defiance.

Employees are being told that they’re “excepted” until they hear otherwise. Justifications for what functions are excepted are open to interpretation, and a week into the shutdown employees are being told that they’re excepted after all and to come back to work.
It’s true that justifications for excepted job functions are open to interpretation, but that has no bearing on the clarity for any given worker: he’s told, specifically, that he’s excepted or that he’s furloughed. Once he’s gotten a furlough notice, he may not legally volunteer his services. THAT is the aspect that’s crystal clear: that no employee can claim he is unaware of his status at any time.
