Oh man, I grew up in Sacto, sometimes without enough AC. I was about to advise you to try to create a cross, breeze, but a Sacramento summer breeze is like a blow dryer to the face.
My advise is to make your place dark. Black out any widows you don’t need for ventilation with dark blankets. Keep the lights to a minimum. Put foil facing out if your complex will allow it.
Try to hang out in the kitchen or dining room- anywhere with nice cool smooth surfaces.
I used to sleep in wet clothes and sometimes with wet sheets.
