I spend a lot of time outside in the city and on days when it starts to rain at half way thru the day all the cops suddenly have big yellow parkas on. I know that they don’t have the parkas with them before it started raining, so where do they get it? Do patrol cars have extra gear in the trunk, do they go back to HQ or what?

Well, I can’t speak directly for the cops in your town, but every cop I know has a lot of extra gear in the back of his cruiser. There are a lot of situations that come up that don’t allow the luxury of going back to the office.

They get them from the same magic box that holds all the emergency road flares, forms and reports, evidence bags, polaroid camera, tough cuffs, traffic cones, dusting kits, assault rifle (sometimes), any other specialized gear like dive suit, swat gear, etc. and of course- the spare tire.

In case you’re still curious, it’s all in the trunk!
