This is one I’ve been wondering about for a long time. What does Cecil mean by his closing statement? I have my own guess, but I don’t want to pollute the waters.

As far as I can tell, the article exists for the sole purpose of making the two puns in the last two sentences. I’m not sure it means much of anything.
