Sure, there are no laws in the U.S. forbidding most people from emigrating to another country; but the destination countries can certainly stop people from immigrating. For example, I had to earn a living and college took a back seat. I never finished. I could not emigrate to Australia because I don’t have a four-year degree. Also, Australia has an age limit which I’ll reach in a few years. Maybe Mexico’s immigration laws are not as stringent, but I’m sure they have them and can stop people from moving there.
