I’m not sure if foreign transaction fees come into play here. I know for my company I’d just get reimbursed for them anyway.
To answer the original question, I use a Citi Preferred card whose points automatically show up as usable in my Amazon account (where I’m buying stuff from anyway). I don’t do a lot of work travel so don’t “pump” money through the point generator from that. Our kid’s daycare / swim club fills in as an exorbitantly expensive way to generate points
