Nobody saw the captain (or anyone else) scuff the ball. The reason the captain was charged with ball tampering was because he is responsible for the conduct of his team, so in the absence of evidence against any other specific player, he has to take the rap.

The affair roils along. And it’s looking very bad for Hair. I can’t see him umpiring another game at top level. Maybe not at club level, he’s that shot.
The ICC is hanging him out to dry. They were probably unhappy that the situation blew up as far as it did. They seem to be pig-biting mad about Hair’s response. They have released an exchnage of emails that are very damaging to Hair. They can be seen here.
Hair’s suggestion that he would walk away for US$500 000 is bad enough. Then this:

What is missing from this is a paper trail of the discussions between Hair and Cowie prior to Hair’s first e-mail.
Having negotiated terminations of contract as a union steward, I find it unusual that Hair used the phrase “The Way Forward” in his e-mail. This is most often used by companies’ Human Resources departments, rather than by individuals.
It would not surprise me if eventually it is shown that HR at the ICC said to Hair that rather than tough the whole thing out, they should mutually “Find a way forward” and have asked him to state his price for so doing. Then Speed became involved, withdrew the offer and hung him out to dry.
