There is a legend that when West Virginia became a state in 1863, the town of Moundsville had its pick of being home to the new WV state penitentiary or West Virgina University. The town fathers picked the pen because it’s easier dealing with locked-up convicts than unruly college students. And the prison offered more high-paying jobs.
