According to the Justice Department, there were 1.7 million people in prison at the end of 1997.

Here in Virginia we recently voted to eliminate parole from prison. Those serving sentences imposed under the parole system are still eligible for parole, but from here on out, ten years lasts 3650 days, counting good times and bad. One study I read showed that 95 percent of all those arrested on felony counts during the week after the law became effective were aware of the change in the law.

It’ll be interesting to see if prison behaviour gets worse in Virginia. There will be less of an incentive for a prisoner to behave if there is no parole as an incentive, although I suppose they could use the “stick” approach and threaten to keep the inmate in for all the extra days in the leap years…
