I am unfamiliar with the law allowing a private citizen to “file charges”. Usually, a person has the ability to file a criminal complaint with law enforcement, but it’s within the discretion of the police whether to arrest, and the prosecutor whether to pursue a criminal case. In Ohio, it appears that a private citizen can seek to initiate a charge.
