handy, mute is used. Stephen Hawking is mute: He had his larynx removed due to a disease and now can no longer speak. He communicates via a text-to-speech program on his wheelchair’s computer. Someone who had their larynx shot off, to use an extreme example, or who lacks speech centers in their brain (perhaps due to organic brain damage) would be mute. So don’t try to say that a valid term is ‘not used’ without reason.

David B. they can use ‘non-speaking’ deaf.

Deaf people are not mute, they are LOUD & their voice is often shrill [I guess thats the word]. They can’t hear themselves talk so no voice regulation.
