True enough. Last time I drove over it (well, it was 30-some years ago), the toll was only something like 35 cents – waaaaaay less than the multi-dollar tolls at all the other bridges.
It’s set up the same way - you pay when you leave NJ.
It’s a little tricky to figure out because you actually end up going through 2 toll booths on either side of the bridge, but not because of the bridge. It’s because on the NJ side, you’re entering/leaving the NJ Turnpike complex, and on the PA side you’re entering/leaving the PA turnpike complex.
The thing is, you don’t really notice the toll 90% of the time because you pay on the NJ side and it’s built into the toll when you leave the NJ Turnpike. Interestingly, there is 1 exit that’s between the two state’s toll booths (Rt 130 on the NJ side, between the barrier tolls and the bridge). It ends up being a mostly free interchange, except when entering going into PA, that’s the only place you pay a toll specifically to cross the bridge.
With the I-95/PA Turnpike project, this is going to change because there will be a section of the road between the NJ tolls, over the bridge, to about 6 or so miles into PA that will be “free” - not a part of either turnpike system and it will have 2 exits (Rt 130 on the NJ side, Rt 13 on the PA side) that you can get on and off in this “free” section. When this happens, the plan is apparently to add in a barrier toll on the PA side of the bridge going westbound for the bridge toll.

That’s definitely not the case any more. Same $5 toll as all of the others except Bay Bridge and Golden Gate Bridge (which are $6).
