I don’t believe it is possible to steal a high resolution picture of that size, the photographer probably did get his cut. He is the only one who has the original data, scanning a print or copy&pasting the image from the website would not achieve acceptable results, IMO.
I’m guessing it’s a stock photo that can be licensed. I see the same picture being used in other places as well.
