According to Romero Rules, sure, if you get a headshot. Anything which pierces the cranium seems to count.
Also, if you do the flaming arrow trick, Romero Zombies are too stupid to stop, drop, or roll, and will burn until their fuel is gone. Good way to kill a tightly-packed cluster, as one sets its compatriots on fire, but watch out for what else they set on fire.
