That gets back to what one means by “electricity”. If you mean current, then you only see that if it affects some other matter in some way. If you mean electromagnetic fields, though, then what @F.U.Shakespeare said is exactly correct.
Maybe we should contact the author of the book for clarification. I’m sure he/she understands this better than we laypeople.
