I will concur that it looks like someone with a young face and large breasts, possibly a youngish teenager who developed early, possibly a young adult. ---

I agree that she’s probably older than she appears, but it could be real. Last year I had a call at a motel (I’m a cop) and spoke with a 12-year old girl who was almost as well endowed. My partner’s daughter was turning 12 a few months from then, and he left there praying loudly that this wouldn’t suddenly happen to her. ---

Could it be fake [boobs](http://flickr.com/photos/aaronp/2643091855/) inside the shirt? (SFW image) The face looks kind of odd. Could be an older person with photoshopping done to make her look younger. ---

It’s not a 'shop. It’s just a pic of a 20-something, or maybe even a late teen, who happens to look very young (in some ways) in that pic. Mostly due to the heavy reflective lighting softening her features. It’s not that unusual. As far as Pedobear… RUN! ---

I think 'shopped, but not because of her face - because of her underarms. There’s no underarm hair there, not even the darkened skin where hair has been removed by shaving or waxing. Even with precocious puberty, childlike face or whatever, a person with natural breasts that well developed would have secondary sexual characteristics like underarm hair by now. ---
