That’s pretty much exactly what I meant by bureaucratic bullshit.
That’s apparently how it works in Quebec. In my province, I’ve never heard of the gov’t assigning a doctor. You shop around clinics to see if you find one accepting new patients. For example, last spring, the clinic I go to had a big sign saying two new doctors had joined the clinic and were accepting new patients.
If you don’t have a personal GP, you just go to a clinic with walk-in services, and see whichever doctor is available that day.
