Anyway - who is writing these? Is an actual human being sitting at a computer somewhere writing these subject lines? How can this guy sleep at night? If not, is it generated by some kind of program?

I’d guess that an actual human is picking a few keywords, but the subject itself is generated by a machine. The sort of noise you see is intended to fool spam filters into thinking that the email is not spam.
