Nope, doesn’t apply. Even if some of these international laws theoretically apply, the U.S. did not ratify the Rome Statute, and so no U.S. citizen can actually be prosecuted for violations of international law.

Besides what Dissonance said, not being a signatory doesn’t prevent prosecutions if the victims are citizens of a signatory country. The USA won’t prosecute American citizens under this statute, but another country perfectly can.
