Wait…wait. Isn’t a counterinsurgency an action taken by the national government, or by a faction within the country after a revolutionary takeover, attempting to defend or reinstate the old order? I don’t see how the Americans putting down the Phillipine nationalists, or Rome putting down the Judean insurrection qualifies.
