The reason they will not talk to you is because the lawyer is talking to you - in court.
How many times have you read “We don’t comment on matters with pending litigation” or other words to that effect? They will not risk saying something which will cause harm to the case.
I suspect you have substantially indicated acceptance - if the judge decides the offer was:
- Proper and permitted
- Binding on Citi if you indicated acceptance.
