As a thirty second clip of nothing but that, it’s tiresome and dull. But if you slipped a half second shot of one of those faces into a montage, maybe as part of a story about a brain-washing video, or _Ring_-style supernatural horror, it could be effective. But it doesn’t stand on its own at all. ---

I think that the video was slightly creepy, but it didn’t actually creep me out at all, if that makes sense. And it was definitely annoying, and did annoy me. ---

Annoying and unnerving (like any sustained, rising tone like that is). Not scary, maybe a little creepy, not really disturbing. ---

I thought it was dumb, and sort of uncomfortable-making. Not scary, so much, but causing anticipation of something scary. ---
