To be clear, I did not select the article based on agreement (or not) with the OP. At the time, I remember it being payback for 1980, but then that’s what I could have been told, too.

Me, I’m perfectly fine living in a world where the Americans blame Soviet payback, AND the Soviets blame fear of American xenophobia. Sounds about right on both sides, to be truthful.
