Not every nation. Japan borrowed ours a couple of years ago and they still haven’t given it back. The no-goodniks still have our power drill too.
I don’t remember seeing any in Monaco.
Assuming the OP is not a joke most peoples evolved garden furniture if they had leisure gardens, which most did, from Babylon to China to the open gardens of 18th century England and Europe. Saved sitting on wet grass.
Modern picnic tables no doubt came from German Beer-gardens, where they lined up benches since the Middle Ages.

One of my favorite Japanese movies is named Night Time Picnic. I don’t recall if any actual picnic tables are present, though, and a quick scan (since I see it is on Youtube) doesn’t seem to reveal any.
In that picture the object in question is in the shade of a tree and you can barely see it. This picture shows the object more clearly, but I still can’t tell what it is. It may be a table without benches or a bench without a back but it doesn’t look much like a classic picnic table.
