Yep. And most contruction companies won’t spend money on a basement when they don’t have to. My parents are the only people I know who have a basement-- a family from Utah built it. I would love to have a basement, though. It’s cool in summer, and you can store food down there.
So, yeah, my non-basementy house has a crawl space instead of an attic, and no basement. We store stuff in closets and the garage (along with one car).
