In my personal experience oral sex is almost universal. Only the tiredest, groggiest or sickest sex is a straight-to-penetration affair. I almost always give her head first. Some women don’t like kissing me when I taste like their crotch though, so we’ll use a toy or my hands or something. Some girls don’t mind giving me head off and on throughout the sex (which I also return – saliva is the best lubricant), but with the same women that hate their own flavor, that only happens before penetration. I haven’t been with a huge amount of women though, so your experience will probably be different from mine.

Once you get comfortable with one another, it probably becomes commonplace during sexual encounters.

Yes, it generally is considered part of “foreplay” (which is just the early part of sex.) One should be ready and willing to both give and receive, depending on your partner’s preferences, of course.
Remember that most women cannot reach orgasm by intercourse alone, so it’s polite to bring her off at least once with hands and/or mouth before or after PIV - and before is better, because it means you don’t have to worry about it when you may want to sleep, and she won’t have to worry about you falling asleep and not taking care of her needs.
In general, communication is the key. Some women love oral, some don’t, some only like getting but not giving, some will gladly suck you off but find cunnilingus to be meh, some can come from it but need a LOT of it to push them over the edge, some need toys or fingers or who knows what all. Ask them as you go along, that can be really hot if done right.
