It’s a bit abstract for an actual dick, so I’m going to say that it looks more like a dildo. Once you repair the apparent leak, you can use some Kilz products to take care of the stain. I think you can even find some stuff to replicate the textured ceiling (I’m not sure of the brand for that though). ---
