It also seemed to me that the issue of black preachers and black churches was no more “off topic,” in a thread about black atheism, than your own blanket condemnations of religion.

Go back and read the posts I moderated. Neither one said anything about the nature of religion, per se, in the black community. Condescending Robot opened with a boilerplate “*of course, religion is bad, m’kay” *statement, then segued into a rant against black pastors as parasites. A position that his next post explicitly defended. Nothing about atheism, per se. Qin piped up with a one-liner claim that they, (presumably the pastors that CR attacked), were in the habit of defending and supporting criminals.
Neither of those posts, as submitted, have anything to do with atheism or the nature of belief in the black community.
Also, in his moderating, tomndebb suggested that those two poster take their comments to another thread, “where i would hope you would provide support for your beliefs.” I was under the impression that it was not, in fact, board policy for moderators to acts as arbiters of evidence and accuracy in Great Debates. They have made quite clear, on a number of occasions, that they’re not going to police the accuracy of claims or request citations on behalf of the board. Doing this stuff is the job of the people involved in the debate. As least, that’s how i’ve always understood board policy.
In terms of general arguments, you are correct. However, in the case of OPs and hijacks, we have always had the role of pointing out when a post has no support provided. If one posts an OP that is all marigolds and fluffy bunnies without any facts to support the claims, we will close it or move the thread to MPSIMS. If one posts a scathing, mouth-foaming rant as an OP, we will close it or move it to The BBQ Pit. If the OP looks like an opinion poll with nothing really supporting the author’s views, we will move it to IMHO. If a poster attempts a hijack to an existing thread following any of those paths, we will tell them to provide arguments or open a new thread in the appropriate forum. Since I was telling them that they were not to continue their hijack, but I was not telling them that they had to go to a different forum, I thought it appropriate to mention that they needed more substance. Otherwise, if they chose to open a thread with the same unsupported claims, they would probably be upset when it was moved to The BBQ Pit as a rant.
