I’d be interested in learning the significance of “no” where it appears in the handwritten notes. I’d also like to know how to correlate the term “Positive responses” with a percentage of likelyhood that an alleged incident did take place subtantially as reported. ---

I’m guessing from context that a “no” means that is either thought not to have occured or is denied by the DOD representatives. Note that other notes say that such and such is an approved techniqe by the DOD, but not by the FBI or what have you.
