CBS is reporting that he “may be” fleeing in a gray Honda CR-V, and they gave a license number. Presumably traffic is lighter than normal in that area, which might help. God help the driver of that car if that’s not him. Remember what happened during the search for that rogue cop in LA. ---

Is there a list of critical personnel who get an exemption? It sounds like an exaggeration to me - it’s hard to imagine a US city literally getting ordered to be on lock down like a prison. Is it some sort of “state of emergency” law? What covers this stuff? ---

I don’t know the law that covers this specifically, but since it came from the governor, I’m assuming that the police could at least order you off the streets if they saw you there. In Ohio, inclement weather conditions sometimes mean that the county will declare a “snow emergency,” which means you are not supposed to travel on the roads. In the highest level of snow emergency, you can indeed be arrested if you violate this order. So it would not surprise me if you could legally declare something similar for a massive city-wide manhunt. ---
