Not if the rules you weaken advantage your team over the others, because of certain characteristics of your team. If my players are the best at sacking the quarterback, and the best at preventing our quarterback from being sacked, then it makes sense for me to advocate for the reduction of any rule that is intended to protect quarterbacks, in hopes that my team will be more successful at injuring opposing quarterbacks on other teams, thus degrading their overall performance vs my team.

When you’re the biggest oil company in the world, you’re in a better position to exploit the reduced regulations than the other companies. And, if you’re the one doing the lobbying, you also have a head start on the competition, as you may know what changes are likely a few years earlier than others.
