Modern smartphones/cellular devices require a network to operate, (even for basic functions like make/recieve calls) so they would be out from the start. Ever seen the phrase ‘no signal’?
I would say no chance. The technology is too incompatible.
Across London? Good FRS radios would have worked, most likely.
